――六谈公文文种的错用
前面谈了什么叫做公文、党的机关公文文种、国家行政机关公文文种、机关日常用文文种和党、政机关公文文种的异同。这里，主要谈谈公文文种的错用。
从事公文写作与处理教学二十多年，我养成了每次外出讲课前都要作一番调查的习惯。其主要方法是，借阅该单位近期制作的公文和与担负核稿任务的相关人员交谈。从中，了解听课人员对公文写作与处理知识和技能的掌握情况及听课需求，选准讲课的重点和难点。
这次谈公文文种的错用，我想起了二十年前一件颇为深刻的事。一单位请我去讲公文写作与处理。我在认真看了该单位制作的几份公文后，又与该单位办公室主任进行了交流。我发现，该单位的公文错用现象比较严重。譬如，对上级机关行文，经常使用的公文文种中，就有“申请”、“请示报告”、“汇报”、“调查报告”、“总结”；对下行文，有“命令”、“指示”、“批示”、“要求”、“计划”、“批评”、“表扬”等。至于对上行文，什么时候用“申请”、用“请示报告”、用“汇报”，没有明确的界限，全凭起草公文文稿人员的兴趣。对下行文则有相应的规定，准确的说法叫做“习惯”。如干部的任免用“命令”、答复所属机构的请示用“批示”、给所属机构和部门布置工作用“要求”，“计划”、“批评”、“表扬”也作为公文文种正常使用。我在大开眼界，知道公文世界还有如此精彩的另类后，便不再拘谨地与该单位办公室主任交流起来。“你们发文也核稿的吧，领导签发公文还审核吗？” “签发公文前，领导的审核，仅限于有无把要表达
的内容跟对方交待个大概。至于其它，领导也怕得罪人，一般不好意思审得太狠。我们核稿，也是睁一只眼闭一只眼，改改错别字而已”。据了解，那次请我讲课，是因1份公文差错贻误了该单位一件不小的事后，主要领导采纳办公室建议才作出的决定。
如今的公文，比二十年前要规范多了，但上面的情景并没有完全退出历史舞台。你譬如，公文文种的错用，表现依然丰富多彩。就有单位把“申请”、“调查报告”与“请示”、“报告”、“意见”一样，作为上行文文种使用。前些日子，我一不小心又看到了一个部门，把“办法”直接作为行政机关公文文种在使用。而且，使用得很安详、坦荡、威风凛凛。之所以这么说，是因为这份“办法”有极强的生命力，没“出生”几天，就在该单位制发的另一份公文中作为依据“正大光明”地“站立”起来了。
公文，是一门有自身规律和操作性、实用性很强的学问。在机关，除非不想办事、不想处理事务、不想按常人去想事，都不能游离其固有的规律、规定和规矩。《国家行政机关公文处理办法》是国家行政机关工作人员制作与处理公文时，所要遵循的规律、规定和规矩。这些，是我领悟和经常宣传的观点。作为机关工作人员，公文文种偶然用错了不可怕，可怕的是不知道用错了还将其一代代传承下去，最可怕的是知道用错了还理直气壮地怪罪公文“太呆板”而不“机灵”，最最可怕的是不懂公文又不用公文却要教人写“好公文”。 我写这篇博文，只有一个目的，就是重复一个观点：公文并非博大精深，亦非雕虫小技；机关工作离不开公文，公文制作与处理有其固有的规律和规范。

标题使用二号小标宋简体字。不得将标题字打印大小不一或中间加入其他艺术体。
