重大事项入市公布于众。
二、 村民委员会负责村务公开制度的实施，接受村民监督。
三、 村务公开的基本内容
1、 村经济社会发展规划和年度工作计划及目标执行情况。
2、 年度财务计划及其各项收入和指出。
3、 村集体经济收益分配和债权债务情况。
4、 集体资产的管理和经营情况、土地等生产资料和各业生产
经营承包方案及其承包费的收缴情况。
5、 兴办集体经济项目和公益事业的“一事一议”情况。
6、 救灾救济、移民安置款物的发放情况。
7、 被征用土地及其补偿费、安置补助费的收支情况。
8、 宅基地的申报、批准和使用情况。

thank you very much for taking me with you on that splendid outing to london. it was the first time that i had seen the tower or any of the other famous sights. if id gone alone, i couldnt have seen nearly as much, because i wouldnt have known my way about. the weather was splendid on that day, which i thought was rare.
i still remember some people told me that in britain there was weather and no climate. during the same day, it might snow in the morning, rain at noon, shine in the afternoon and be windy before the night falls. so i think i was lucky.
i think the river trip was the best thing of all. london really came alive for me as we saw it from the thames during that wonderful journey down to greenwich. it was all tremendously exciting - a day that i shall never forget.

（1）以领导机关、群众团体的名义，在重大事件、纪念活动、传统节日里给有关单位、集体发出的书信。这种信有问候、表扬、鼓励的效果，如“五四”青年节给青年的公开信等。这类信的格式与普通书信格式基本相同。出于公开信的对象不只一两个人，而是一个团体、一类人，其内容与写法有很大的不同。
①标题。
②称谓。针对发信的对象多寡和发信方式的不同，有的写集体的称呼，有的写个人姓名。在称呼之前，根据不同对象的身份特点，例如：“尊敬的”、“敬爱的”等字样，写在第一行，顶格，称呼后加冒号。
③正文。另起一行，空两格开始，内容可分若干段落：一是写关怀、问候、祝愿的话，给人以亲切，温暖的感觉；二是热情赞颂收信人的品德、成绩、贡献及其影响，并让收信者深切地感受到发信者对他们的关怀；三是根据收信对象的共同持征，提出要求、希望，鼓励他们继续沿着正确的方向前进；四是以饱满、热烈的感情发出号召。
④结尾。一般写上表示祝愿的话，如要只要一行，顶格写。署名另起一行，在右下方写发信单位或个人姓名。署名下边写年、月、日。
（2）领导机关、群众团体或个人针对某一个问题给有关对象发的公开信。这类信的写作结构如下：
①标题。和前一类相仿。
②开头。收信人的称呼，多是用“同志们”、“朋友们”，有的是直接写姓名或职称。顶格书写，后加冒号。
③正文。另起一行，空两格。其内容通常包括：问题的背景、原因；事件的经过、结果；表明自己对人物或事件的态度，或者赞扬，或者批评，或者提出某种主张、建议。
④结尾。写上表示祝愿的话，如“此致敬礼”、“妥否请参考”“祝进步”等。署名另起一行，在右下方写发信单位或个人姓名，下边写年、月、日。
如果登在报纸上，为了引起有关读者的注意，可根据信的中心内容概括一个准确、醒目的标题，标题前边可冠以署名，标题后边加“一封信”的字样，标题也可不署名，如《给***的一封信》，这就要在末尾署名。
注意事项
写好公开信，有如下几个问题须注意：一是考虑需要与可能，的确有写公开信的必要，确有实现公开信所说的目标的可能；二是既要诚心诚意地将发表公开信的理由告诉读者，又要向读者灌输公开信的基本思想，切忌夸大其辞；三是把握好发表公开信的最佳角度及最佳时间，使公开信取得很好的社会效果。
